McAuley Roofing & Construction: Unblocking Final Invoice Collections by Systematizing the Municipal Permit Inspection Gate

01 · The "Before" Reality

The Tuesday-Morning Mess

Crews would finish the physical construction on a job and move on to the next site, leaving the municipal building permit open. Because the final draw or homeowner balance couldn't be collected until the city inspector signed off on the final permit inspection, finished jobs sat unbilled for weeks while John tried to remember which city portal needed an inspection call.

02 · Single Constraint Diagnosis

Primary Constraint Locked In

Municipal Permit & Final Inspection Bottleneck - completed jobs could not be final-invoiced or collected because final city/county permit inspections weren't being proactively scheduled and closed out, trapping tens of thousands of dollars in retainage/final draws.

Tie Permit Inspection Scheduling directly to the 80%-completion milestone in the Fulfillment Workflow so the final municipal inspection is booked before the crew packs up their tools - eliminating the dead gap between physical completion and final invoice collection.

03 · What Was Built in the Sprints

Specificity, Workflows & Playbooks

Mapped the Fulfillment, Permit Closeout & Final Billing Workflow (Sprint 1) and authored the Permit Application, Inspection Scheduling & Final Invoice Playbook (Sprint 2), assigning permit tracking ownership to Operations Manager Adriana Marcela Pérez in the Role Library (Sprint 3).

04 · Real Rollout Friction & Course-Correction

How the System Held Up in Real Life

In the initial Sprint 1 draft, permit pulling was listed at the start of the job, but permit closeout at the end of the job was lumped into a single box called "Close Job." John and Adriana realized on the check-in call that the end-of-job permit sign-off was where cash flow actually stalled. They expanded the back half of the Fulfillment Workflow into an explicit 4-step sequence (Schedule Final City Inspection -> Verify Inspector Sign-Off -> Issue Final QuickBooks Invoice -> Automated 3/7-Day Payment Follow-Up).

05 · Before vs. After Operational Shift

What changed in the work.

Owner InvolvementJohn personally called city building departments and chased inspectors while final draws sat unbilled.Adriana tracks every active permit from application to final city inspection sign-off and triggers final invoicing the same day.

Visibility & CadenceNo central tracker showing which completed jobs were waiting on city inspection vs. customer payment.Every permitted job tracked through explicit CRM stages defined in the Sprint 3 Role Library.

06 · In Their Own Words

"Where they want me to be more involved is in the final inspection because they need that before sending the final invoice. So, if they don't get an approval for the final inspection, they don't get the payments... Once that is approved then we are good to close it and get the final invoice and everything. So we really need that and they asked me for help on scheduling that visit."

Additional Sprint Workstream 01

Eliminating the "Post-Contract Black Hole" Between Deposit and Crew Mobilization

What was built
Built the Post-Contract Onboarding & Pre-Construction Playbook, standardizing customer welcome communication, deposit verification, permit filing, and material lead-time confirmation within 48 hours of contract signature.
Before
Once a homeowner signed a contract, they often didn't hear anything from the company for two weeks while permits and materials were being arranged in the background - causing anxious customers to call John's cell phone for updates.
Diagnosis
Have Adriana send a structured Weekly Permit & Material Status Update every Friday until the crew mobilization date is locked.

Building the 4-Seat Role Library for a Lean Construction Operation

What was built
Completed Sprint 3 (Role Library), separating John's field/estimating authority from Adriana's administrative, permitting, scheduling, and AR collection responsibilities.
